Returns for the
PPEMO fund in 2022
The Pension Plan of Elected Municipal Officers' fund generated a -4.7% return in 2022. The fund is invested with the Caisse de dépôt et placement du Québec (CDPQ), in fixed-income investments, in the Public equity portfolio, the Real Estate portfolio, the Infrastructure portfolio and the Private equity portfolio. The weight of each of these portfolios is indicated in the
PPEMO investment policy, which is established jointly by the
PPEMO pension committee and the CDPQ.
The year 2022 was marked by a sharp decline in stock markets and fixed-income investments. As a result, the returns on fixed income securities and the return of the Public equity portfolio were -15.1% and -11.3% respectively. However, the Real estate portfolio, the Infrastructure portfolio and the Private equity portfolio played their diversifying role by generating returns of 12.4%, 11.5% and 2.8% respectively.
Over the past ten years, the
PPEMO fund has increased by $160M. It increased from $173M as at 31 December 2012 to $333M as at 31 December 2022. During this ten-year period, the average annual return of the
PPEMO fund was 8.2%, whereas it was 6.0% over the past five years.
In recent years, the pension committee worked to improve the risk/return profile of the
PPEMO fund, in collaboration with the CDPQ. This notably resulted in an increase in the portion of the
PPEMO fund in infrastructures and private investments. This diversification has made the
PPEMO fund more stable and less sensitive to stock market declines.

Actuarial valuation of the
PPEMO as at 31 December 2021
Every 3 years, an actuarial valuation of the
PPEMO is presented to the pension committee. This valuation allows to determine whether the contribution rate is sufficient to ensure financial security, taking into account the benefits accrued by members of the plan and the payment of administration fees.
The actuarial valuation of the
PPEMO as at 31 December 2021 will therefore show the plan's financial situation by comparing the plan's assets invested with the CDPQ and the value of the plan's obligations (actuarial liabilities) towards its members: active, retired and beneficiaries. It will be deposited during the summer.
