Contesting a decision
If you need further details or if you have questions regarding a decision on the eligibility for the Supplement for Handicapped Children or the Supplement for Handicapped Children Requiring Exceptional Care, you can contact us by telephone from Monday through Friday, from 8:00 a.m. to 4:30 p.m.
Filing an application for a review of a decision
If you would like to contest a decision, you have 90 days after the date of the decision to file an application for review. You can complete an Application for Review and send it to us online using the Sending a document online service or mail it to us.
Additional proof can be provided with you application for review.
With your signed consent, Retraite Québec can obtain the information needed to analyze your application directly from institutions in the health and education sectors. Only the documents deemed necessary to assess your child's eligibility will be requested.
Filing a new application
Once the deadline for a review has expired, you can, at any time, file a new application should your child's state of health deteriorate, if new diagnoses are confirmed, if his or her condition does not respond to therapeutic measures or if your child develops significant limitations in carrying out his or her life habits over time, according to what is expected of a child of his or her age. This could be the case, for example, if, over time, your child is not progressing, or if his or her progress is very slight and a significant gap is forming with his or her peers.
Contesting a review with the Administrative Tribunal of Québec
If you believe that the review decision is not justified, you have 60 days following the date on which it was sent to file an appeal with the Administrative Tribunal of Québec. You can file an application online or you can obtain the form on the Administrative Tribunal of Québec 's website. If you are unable to use the online service, you can contact the Administrative Tribunal of Québec by telephone at 1 800 567-0278.
Filing a complaint making a comment
If the health or education professional is not satisfied with the results of the steps taken, or if he or she simply would like to make a comment, he or she can always contact Retraite Québec's Bureau des plaintes et de l'amélioration des services.
